A local commercial operation
OpenAI says its São Paulo team will support Brazilian businesses, developers, researchers and public institutions. The company reports roughly 215 million ChatGPT messages per day in Brazil and says the country is its second-largest market by number of developers using the API.
Those usage figures come from OpenAI. The announcement also cites an independently conducted but OpenAI-funded study estimating that AI could add nearly R$1 trillion to Brazil's economy by 2030, a scenario rather than an observed outcome.
Partnerships announced
Instituto Tecnológico de Aeronáutica will receive ChatGPT Edu access and credits. IMPA and Hospital das Clínicas projects will study research adoption and clinical information infrastructure, while legal company ENTER is developing AI-literacy training for legal professionals.
OpenAI is also working with Estímulo on mobile-first training for small businesses and signed a memorandum with São Paulo's Prodam to explore public-administration access. Each program will need its own results, governance and data-protection assessment.
What local expansion does not settle
A commercial presence can improve language support and customer relationships, but it does not by itself answer data residency, procurement, consumer protection or sector-specific compliance questions. Brazilian organizations should verify contractual and technical details for each product.
