Define repository-level value
Choose outcomes such as time to merge, escaped defects, review time and satisfaction. Track whether generated code remains after thirty days and whether it increases maintenance. Lines generated and acceptance rates are diagnostics, not business outcomes.
Use representative work: a feature, bug, tests, refactor and explanation. Include different languages and documentation quality. Clean sample projects do not represent internal frameworks and years of architecture.
Run a fair pilot
Create a baseline before enabling the tool and compare similar work. Include developers with varied experience; senior engineers may delegate effectively while newer developers may accept convincing errors. Combine metrics with notes on trust and interruption.
Record whether people use completion, chat or agents. An agent changing multiple files and executing commands requires a different risk model from inline suggestions.
Audit quality and security
Apply normal review, tests, static analysis and dependency scanning. Add authentication, validation, concurrency and secret-handling cases. Check whether the assistant invents APIs, weakens tests or copies insecure patterns.
GitHub's responsible-use guidance says generated code can be inaccurate or insecure and requires validation. For third-party agents, use protected branches, scoped tokens and isolated environments rather than production credentials.
Count hidden costs
Measure subscriptions, API and CI use, administration and reviewer time. A two-minute change can consume an hour of senior review; test and documentation assistance may create value that feature counts miss.
Monitor latency, rate limits, indexing delays and outages. Review repository data retention and training-use terms. Ask whether configurations and evaluations can move if the team changes vendors.
Decide with evidence
Report results separately by task and team. Expand modes that improve quality and satisfaction; restrict those that create disproportionate risk. Re-test after major product or model changes.
